The story
<Tucked behind one of Haalien's bracers is a note that's been slightly torn and bloodstained in your fight. It looks like it contains useful information about the cultist motivations for the attack on the druid den. Elegael would be interested in this intel.>
What it asks
Bring the Ripped Missive to Elegael Thornpaw in the Shadowgale Forest.
A quest new to Forever: its texts and numbers are what the game server sent to the beta client. The experience is what the game server gave in the beta, at the quest's own level. Where the data comes from.
